New Post: Upgrades out of order?

If the above is per design, is there any way we can combine something like:

wixProject.MajorUpgradeStrategy = new MajorUpgradeStrategy
{
UpgradeVersions = VersionRange.ThisAndOlder + VersionRange.ThisAndNewer,
PreventDowngradingVersions = VersionRange.None
}
